Heating shut-off notice: help Hadi pay $100

The heating account is 4 months behind. Hadi received a disconnection notice that says service will be cut off on November unless $100 is paid. He had never been late before an unexpected car repair. Hadi called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available.
