Heating shut-off notice: help Fe pay $100

The heating account is 4 months behind. I received a disconnection notice that says service will be cut off on September unless I pay $100. I have never been late before an unexpected car repair. I called the provider and asked about a payment plan, but they need a down payment of $25 first, which I don't have. I live with a parent on oxygen therapy, and going through winter without heating isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
