Heating shut-off notice: help Cesar pay $100

The heating account is 2 months behind. I received a disconnection notice that says service will be cut off on August unless I pay $100. I have never been late before losing my job in May. I called the provider and asked about a payment plan, but they need a down payment of $15 first, which I don't have. I live with a disabled brother, and going through summer without heating isn't safe. We can't cook, keep medicine cold or heat the home.
