Heating shut-off notice: help Brigitte pay $750

The heating account is 3 months behind. Brigitte received a disconnection notice that says service will be cut off on November unless $750 is paid. She had never been late before my partner leaving the household. Brigitte called the provider and asked about a payment plan, but they need a down payment of $145 first, which isn't available. The household includes a disabled brother, and going through summer without heating isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
