Gas shut-off notice: help Zahra pay $150

The gas account is 4 months behind. Zahra received a disconnection notice that says service will be cut off on October unless $150 is paid. She had never been late before my partner leaving the household. Zahra called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available.
