Friendly visitor needed for a 73-year-old neighbor in Hồ Chí Minh City

I'm writing for my neighbor Tuấn, who's 73. Tuấn lives alone in Hồ Chí Minh City, and lost a son last year. The nearest family lives a long flight away. Tuấn loves birdwatching, and would enjoy someone to chat with. An hour a week, perhaps on Sunday afternoon, would mean the world. We can also arrange a phone call if you can't visit in person. All visitors will be introduced by me and I'll be there at the first meeting. I'll share references and, if you'd like, a short orientation from the local befriending charity.
