Electricity shut-off notice: help Wiktor pay $250

The electricity account is 2 months behind. Wiktor received a disconnection notice that says service will be cut off on October unless $250 is paid. He had never been late before my partner leaving the household. Wiktor called the provider and asked about a payment plan, but they need a down payment of $50 first, which isn't available. The household includes a newborn, and going through winter without electricity isn't safe. We can't cook, keep medicine cold or heat the home.
