Electricity shut-off notice: help Wichai pay $150

The electricity account is 3 months behind. I received a disconnection notice that says service will be cut off on November unless I pay $150. I have never been late before July's medical emergency. I called the provider and asked about a payment plan, but they need a down payment of $45 first, which I don't have. I live with two young children, and going through winter without electricity isn't safe. The children would have no light to study by.
