Electricity shut-off notice: help Rukhsar pay $100

The electricity account is 4 months behind. Rukhsar received a disconnection notice that says service will be cut off on August unless $100 is paid. She had never been late before my partner leaving the household. Rukhsar called the provider and asked about a payment plan, but they need a down payment of $10 first, which isn't available. The household includes a disabled brother, and going through summer without electricity isn't safe. The children would have no light to study by.
