Electricity shut-off notice: help Mirjam pay $600

The electricity account is 4 months behind. I received a disconnection notice that says service will be cut off on September unless I pay $600. I have never been late before an unexpected car repair. I called the provider and asked about a payment plan, but they need a down payment of $140 first, which I don't have. I live with a parent on oxygen therapy, and going through winter without electricity isn't safe. The children would have no light to study by.
