Electricity shut-off notice: help Markus pay $850

The electricity account is 3 months behind. I received a disconnection notice that says service will be cut off on August unless I pay $850. I have never been late before my partner leaving the household. I called the provider and asked about a payment plan, but they need a down payment of $70 first, which I don't have. I live with an elderly mother, and going through the cold months without electricity isn't safe. We can't cook, keep medicine cold or heat the home.
