The electricity account is 2 months behind. Karl received a disconnection notice that says service will be cut off on October unless $800 is paid. He had never been late before July's medical emergency. Karl called the provider and asked about a payment plan, but they need a down payment of $140 first, which isn't available. The household includes three children under ten, and going through the cold months without electricity isn't safe. We can't cook, keep medicine cold or heat the home.
