Electricity shut-off notice: help Joshua pay $100

The electricity account is 3 months behind. Joshua received a disconnection notice that says service will be cut off on November unless $100 is paid. He had never been late before losing my job in August. Joshua called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available. The household includes a parent on oxygen therapy, and going through the rainy season without electricity isn't safe. The children would have no light to study by.
