Electricity shut-off notice: help João pay $200

The electricity account is 2 months behind. João received a disconnection notice that says service will be cut off on October unless $200 is paid. He had never been late before June's medical emergency. João called the provider and asked about a payment plan, but they need a down payment of $45 first, which isn't available.
