Electricity shut-off notice: help Helene pay $600

The electricity account is 3 months behind. Helene received a disconnection notice that says service will be cut off on July unless $600 is paid. She had never been late before my partner leaving the household. Helene called the provider and asked about a payment plan, but they need a down payment of $100 first, which isn't available. The household includes two young children, and going through the rainy season without electricity isn't safe.
