Electricity and water shut-off notice: help Yağmur pay $200

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on November unless I pay $200. I have never been late before losing my job in August. I called the provider and asked about a payment plan, but they need a down payment of $35 first, which I don't have. I live with two young children, and going through the cold months without electricity and water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
