Electricity and water shut-off notice: help Véronique pay $450

The electricity and water account is 3 months behind. I received a disconnection notice that says service will be cut off on May unless I pay $450. I have never been late before February's medical emergency. I called the provider and asked about a payment plan, but they need a down payment of $125 first, which I don't have. I live with two young children, and going through the cold months without electricity and water isn't safe. The children would have no light to study by.
