Electricity and water shut-off notice: help Samuel pay $150

The electricity and water account is 3 months behind. Samuel received a disconnection notice that says service will be cut off on August unless $150 is paid. He had never been late before losing my job in May. Samuel called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes an elderly mother, and going through the cold months without electricity and water isn't safe. The children would have no light to study by. Samuel is working on getting back on his feet, and wants to pay it forward once steady. The money will go directly to the utility provider, and I'll post the paid statement here.
