Electricity and water shut-off notice: help Ryan pay $100

The electricity and water account is 3 months behind. I received a disconnection notice that says service will be cut off on November unless I pay $100. I have never been late before losing my job in July. I called the provider and asked about a payment plan, but they need a down payment of $25 first, which I don't have. I live with three children under ten, and going through winter without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
