Electricity and water shut-off notice: help Rahul pay $100

The electricity and water account is 2 months behind. Rahul received a disconnection notice that says service will be cut off on February unless $100 is paid. He had never been late before a reduction in hours. Rahul called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available. The household includes three children under ten, and going through winter without electricity and water isn't safe. The children would have no light to study by.
