Electricity and water shut-off notice: help Precious pay $150

The electricity and water account is 4 months behind. Precious received a disconnection notice that says service will be cut off on November unless $150 is paid. She had never been late before my partner leaving the household. Precious called the provider and asked about a payment plan, but they need a down payment of $35 first, which isn't available. The household includes three children under ten, and going through the cold months without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
