Electricity and water shut-off notice: help Mercedes pay $250

The electricity and water account is 3 months behind. I received a disconnection notice that says service will be cut off on November unless I pay $250. I have never been late before losing my job in August. I called the provider and asked about a payment plan, but they need a down payment of $15 first, which I don't have. I live with three children under ten, and going through the cold months without electricity and water isn't safe. The children would have no light to study by.
