Electricity and water shut-off notice: help Lily pay $900

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on August unless I pay $900. I have never been late before a reduction in hours. I called the provider and asked about a payment plan, but they need a down payment of $125 first, which I don't have. I live with a disabled brother, and going through winter without electricity and water isn't safe. The children would have no light to study by.
