Electricity and water shut-off notice: help John pay $850

The electricity and water account is 2 months behind. I received a disconnection notice that says service will be cut off on October unless I pay $850. I have never been late before July's medical emergency. I called the provider and asked about a payment plan, but they need a down payment of $190 first, which I don't have. I live with a parent on oxygen therapy, and going through the rainy season without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
