Electricity and water shut-off notice: help Ingrid pay $200

The electricity and water account is 3 months behind. I received a disconnection notice that says service will be cut off on December unless I pay $200. I have never been late before a reduction in hours. I called the provider and asked about a payment plan, but they need a down payment of $20 first, which I don't have. I live with a newborn, and going through winter without electricity and water isn't safe. The children would have no light to study by.
