Electricity and water shut-off notice: help Carmela pay $100

The electricity and water account is 2 months behind. Carmela received a disconnection notice that says service will be cut off on September unless $100 is paid. She had never been late before my partner leaving the household. Carmela called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available. The household includes a disabled brother, and going through the rainy season without electricity and water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature. Carmela is working on getting back on her feet, and wants to pay it forward once steady.
