Electricity and water shut-off notice: help Benjamin pay $600

The electricity and water account is 4 months behind. Benjamin received a disconnection notice that says service will be cut off on November unless $600 is paid. He had never been late before my partner leaving the household. Benjamin called the provider and asked about a payment plan, but they need a down payment of $155 first, which isn't available. The household includes three children under ten, and going through summer without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
