Electricity and water shut-off notice: help Beatriz pay $250

The electricity and water account is 2 months behind. Beatriz received a disconnection notice that says service will be cut off on November unless $250 is paid. She had never been late before my partner leaving the household. Beatriz called the provider and asked about a payment plan, but they need a down payment of $35 first, which isn't available.
