Electricity and water shut-off notice: help Arthur pay $150

The electricity and water account is 3 months behind. I received a disconnection notice that says service will be cut off on September unless I pay $150. I have never been late before an unexpected car repair. I called the provider and asked about a payment plan, but they need a down payment of $25 first, which I don't have. I live with a parent on oxygen therapy, and going through the cold months without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
