Electricity and water shut-off notice: help Araceli pay $800

The electricity and water account is 3 months behind. Araceli received a disconnection notice that says service will be cut off on November unless $800 is paid. She had never been late before August's medical emergency. Araceli called the provider and asked about a payment plan, but they need a down payment of $120 first, which isn't available. The household includes a parent on oxygen therapy, and going through the cold months without electricity and water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature. Araceli is working on getting back on her feet, and wants to pay it forward once steady.
