Don't let Stefan's family go through winter without electricity

The electricity account is 2 months behind. I received a disconnection notice that says service will be cut off on November unless I pay $450. I have never been late before a reduction in hours. I called the provider and asked about a payment plan, but they need a down payment of $105 first, which I don't have. I live with a parent on oxygen therapy, and going through winter without electricity isn't safe. We can't cook, keep medicine cold or heat the home.
