The electricity and water account is 2 months behind. I received a disconnection notice that says service will be cut off on November unless I pay $150. I have never been late before September's medical emergency. I called the provider and asked about a payment plan, but they need a down payment of $10 first, which I don't have. I live with a parent on oxygen therapy, and going through winter without electricity and water isn't safe. The children would have no light to study by.
