Don't let Petro's family go through summer without water

The water account is 2 months behind. Petro received a disconnection notice that says service will be cut off on October unless $200 is paid. He had never been late before my partner leaving the household.
Petro called the provider and asked about a payment plan, but they need a down payment of $55 first, which isn't available.
The household includes a newborn, and going through summer without water isn't safe. We can't cook, keep medicine cold or heat the home.
Petro is working on getting back on his feet, and wants to pay it forward once steady.
