Don't let Noah's family go through winter without water

The water account is 2 months behind. I received a disconnection notice that says service will be cut off on October unless I pay $800. I have never been late before a reduction in hours. I called the provider and asked about a payment plan, but they need a down payment of $95 first, which I don't have. I live with three children under ten, and going through winter without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
