Don't let Luciana's family go through winter without electricity

The electricity account is 4 months behind. Luciana received a disconnection notice that says service will be cut off on December unless $300 is paid. She had never been late before my partner leaving the household. Luciana called the provider and asked about a payment plan, but they need a down payment of $55 first, which isn't available. The household includes a newborn, and going through winter without electricity isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
