Don't let Ga-eun's family go through winter without water

The water account is 4 months behind. I received a disconnection notice that says service will be cut off on September unless I pay $300. I have never been late before July's medical emergency. I called the provider and asked about a payment plan, but they need a down payment of $90 first, which I don't have. I live with a parent on oxygen therapy, and going through winter without water isn't safe. We would also lose the ability to run the medical equipment at home.
