ACL reconstruction for Victor: covering what insurance won't

Victor was diagnosed with gallstones with repeated infections in July. The surgeon at Quezon City University Hospital recommended ACL reconstruction, and He is scheduled for November. The hospital's financial office gave us a written estimate of $2,700, and after what the public health scheme will pay we're still $1,350 short.
my husband has been in and out of Quezon City University Hospital since July. The doctors say gallstones with repeated infections will get worse without ACL reconstruction. We have emptied our savings and borrowed from relatives, but the estimate of $2,700 is more than we can find.
While we wait, Victor struggles with daily life and can't work a full shift. His family has taken turns caring for him, and I've cut my own work hours to be there.
Rehabilitation is expected to take about 10 weeks. During that time Victor won't be able to work a full shift, so the costs keep growing.
