Tenant-rights advice for Tomás in Vancouver: a short consultation
Tomás is dealing with a withheld security deposit and needs someone who knows the law in Washington to explain the options.

My landlord in Vancouver has given me a withheld security deposit. I've read what I can online, but the rules are confusing and different sources contradict each other.
I'm hoping that someone with experience in housing or tenant rights in Washington could spare 20-30 minutes to explain the process, the deadlines and the documents I should collect.
I have my lease, all communications and photos organized. I'm happy to share them privately. I can't pay for a lawyer, so any guidance on free services in Washington would also be appreciated.
