Need a housing expert's view on a rent increase in Valle del Cauca
Mercedes is dealing with a withheld security deposit and needs someone who knows the law in Valle del Cauca to explain the options.

My landlord in Cali has given me a withheld security deposit. I've read what I can online, but the rules are confusing and different sources contradict each other.
I'm hoping that someone with experience in housing or tenant rights in Valle del Cauca could spare 20-30 minutes to explain the process, the deadlines and the documents I should collect.
I have my lease, all communications and photos organized. I'm happy to share them privately. I can't pay for a lawyer, so any guidance on free services in Valle del Cauca would also be appreciated.
Thank you so much.
