Keep the water on at Joseph's home in Liverpool

The water account is 3 months behind. Joseph received a disconnection notice that says service will be cut off on November unless $850 is paid. He had never been late before losing my job in August.
Joseph called the provider and asked about a payment plan, but they need a down payment of $60 first, which isn't available.
The household includes three children under ten, and going through the rainy season without water isn't safe. The children would have no light to study by.
Joseph is working on getting back on his feet, and wants to pay it forward once steady.
The money will go directly to the utility provider, and I'll post the paid statement here.
