Keep the water on at Hannah's home in Santa Fe

The water account is 2 months behind. I received a disconnection notice that says service will be cut off on March unless I pay $700. I have never been late before a reduction in hours. I called the provider and asked about a payment plan, but they need a down payment of $95 first, which I don't have. I live with an elderly mother, and going through the cold months without water isn't safe. We can't cook, keep medicine cold or heat the home.
