Keep the electricity on at Elijah's home in Leeds

The electricity account is 4 months behind. Elijah received a disconnection notice that says service will be cut off on March unless $700 is paid. He had never been late before December's medical emergency. Elijah called the provider and asked about a payment plan, but they need a down payment of $165 first, which isn't available. The household includes three children under ten, and going through winter without electricity isn't safe. We can't cook, keep medicine cold or heat the home.
