Keep the electricity and water on at Shakil's home in Jessore

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on September unless I pay $100. I have never been late before an unexpected car repair. I called the provider and asked about a payment plan, but they need a down payment of $20 first, which I don't have. I live with three children under ten, and going through winter without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
