Keep the electricity and water on at Dustin's home in Belfast

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on October unless I pay $750. I have never been late before losing my job in June. I called the provider and asked about a payment plan, but they need a down payment of $105 first, which I don't have. I live with three children under ten, and going through the cold months without electricity and water isn't safe. The children would have no light to study by.
