The registrar has said Arif can't enroll for the next term until the balance is cleared. Arif has a 3.6 average, and a faculty supervisor has written in support.
Graduating means a stable job and the chance to support the younger siblings. Without enrolling this term Arif would lose his place and scholarship eligibility.
Arif isn't asking for a handout - He wants to finish what He started and help the next student.
Everything raised goes to the university's accounts office toward the outstanding balance and the final term's fees.
