Help Angel with an overdue water bill before the rainy season

The water account is 4 months behind. Angel received a disconnection notice that says service will be cut off on August unless $150 is paid. She had never been late before my partner leaving the household. Angel called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes an elderly mother, and going through the rainy season without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
