Electricity and water shut-off notice: help Victor pay $150

The electricity and water account is 3 months behind. I received a disconnection notice that says service will be cut off on December unless I pay $150. I have never been late before losing my job in September. I called the provider and asked about a payment plan, but they need a down payment of $10 first, which I don't have. I live with a parent on oxygen therapy, and going through summer without electricity and water isn't safe. The children would have no light to study by.
