Electricity and water shut-off notice: help Kaito pay $700

The electricity and water account is 4 months behind. Kaito received a disconnection notice that says service will be cut off on September unless $700 is paid. He had never been late before May's medical emergency.
Kaito called the provider and asked about a payment plan, but they need a down payment of $115 first, which isn't available.
The household includes a disabled brother, and going through the rainy season without electricity and water isn't safe. The children would have no light to study by.
Kaito is working on getting back on his feet, and wants to pay it forward once steady.
Every dollar goes to the account in Kaito's name; a copy of the paid bill will be shared in the updates.
