Electricity and water shut-off notice: help Atul pay $150

The electricity and water account is 2 months behind. I received a disconnection notice that says service will be cut off on May unless I pay $150. I have never been late before an unexpected car repair. I called the provider and asked about a payment plan, but they need a down payment of $10 first, which I don't have. I live with an elderly mother, and going through the cold months without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
