Don't let Sébastien's family go through summer without electricity and water

The electricity and water account is 2 months behind. Sébastien received a disconnection notice that says service will be cut off on May unless $600 is paid. He had never been late before losing my job in February. Sébastien called the provider and asked about a payment plan, but they need a down payment of $180 first, which isn't available. The household includes a parent on oxygen therapy, and going through summer without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
